Newscopy: "SAFETY SYMBOL--The White Flag that symbolizes 24 hours without a traffic death in San Francisco is hauled to the top of the Union Square standard by Municipal Judge Cronin. Elmer Johnson, president of the Junior Chamber of Commerce, stands under the flag as it raises, while Harold Callan of the Junior Chamber guides it on the right. 1944 should be a record year for the white flag, with traffic deaths at their lowest mark. It is hauled down and a black flag flown whenever someone is killed in a traffic accident."
