Newscopy: "A wreath is placed before the statue of Abraham Lincoln in Civic Center during the city's observance of the birthdays of Lincoln and Washington. Laying the wreath are Allene Noyes (left) and Supervisor William Blake. Joining in the ceremony were Girl Scouts, Lincoln Relief Corps and Daughters of Union Veterans. Maj. Gen. Francis M. McAllister, Marine Corps, delivered the address at the joint observance held yesterday afternoon."
