Newscopy: "NOT RADAR--During the war thousands of curious San Franciscans have wondered whether the queer mass of intricate wires and loops atop the Empire Hotel Building was radar, or what. Today the Navy explained the equipment is high frequency 'Communication Control Links' used to control radio receivers and transmitters at Mare and Skaggs Islands. It permits operation of important communication channels when all sources of power or other communication channels are not functioning."
