Written on back: "Through the interest of Mr. T. A. Brooks, Chief Administrative Officer, City and County of San Francisco, the city's Civic Center was made available for housing and handling of 456 Chinese technicians returning to their country on July 10, 1946, after one year's training under the 1100-man Training Programs for Chinese Technicians sponsored by the Chinese Supply Commission of the Republic of China and administered by the International Training Administration. Here the technicians register for housing at the three Civic Center Dormitories assigned for their use. In the background is the Public Library of San Francisco."
