Newscopy: "WEARING OUT--This is the rear view of apartments atop Telegraph Hill where many of the city's artists live. This building is suffering from senility. One of its neighbor buildings was a Chinese 'crib house' earlier in the century, and now the cubicle-like rooms off a slanting broken-down porch are used for apartments, renting for about $20 a month. Slum housing is generally cheaper on Telegraph Hill than in the Fillmore District."
