Newscopy (May 31, 1956): "A THOROUGHFARE!---OR A LOADING ZONE?--Two of 35 photos which accompanied a report on crowded conditions in produce district submitted today by Police Chief Frank Ahern to Mayor Christopher. Pictures were taken by police photographers during a three-month investigation. Above, Washington blocked from curb to curb as a truck is unloaded onto handcarts. Below, produce virtually blocks sidewalks and causes overflow into street. Commented Ahern: 'It's impossible to enforce the laws there - the market has to operate and the city has to eat.' Pictures were taken at various times from 4 a. m. to noon."
