Occupying half of the large Pier 45 terminal, the Foreign Trade Zone has finally been set up after 10 years of complicated and tedious negotiations between the Government and State Board of Harbor Commissioners over its site, operations and policing arrangements. Now that the city has its zone, the next questions are: What are its functions? What are its advantages? What will it do to attract new commerce to the Port of San Francisco?".
