Newscopy: "UNCLE SAM'S CIGARET [sic] LINE--Cigarets [sic]--a carton of a popular variety--were assured 819 persons lined up this morning in the alley behind the Appraisers' Building, Washington and Sansome-sts. The smokes were seized from merchant seamen who attempted to smuggle the tax-free cartons into the United States. Working on the theory of 'first come, first served.' U.S. Custom Department officials in charge, lined purchasers in serpentine fashion more than five times the length of the block. First in line, Fred Fianci, was worker, arrived at 5:45 and got his carton at 9:05. The congregation included a scattering of servicemen and few mothers with babies in arms.".
