Newscopy: "'First come, first served,' the announcement said, so these folks started showing up at midnight at City Hall to wait in line for competitive civil service jobs in the Public Library. They brought along sandwiches and coffee (note thermos bottle.) All are part-time workers who, under a new civil service regulation, will lose their jobs unless they pass written and oral exams. Some of them have held limited tenure jobs for eight years."
