Newscopy: "A crowd of 450 today gave Terry A. Francois a long standing ovation as he was sworn into office as the city's first Negro supervisor. The 43 year old attorney was visibly moved at the demonstration, described by veteran City Hall observers as one of the most impressive of its kind ever held. There was standing room only in the chambers of the board, designed to seat only 250, when Francois took the oath before Municipal Judge James J. Welsh.".
