Waiting to face the judge (backs to camera, in foreground) were 14 men from the jail's drunk tank-the first of a batch of 157 who were stacked up in the drunk tank overnight and called to court under the city's new policy of having a court hearing in all such cases. Men were brought to court in batches of 14."
