Written on back: "Reds 'Howl Down' Mayor at City Hall: Henry Shepherd, a negro, mounted a platform which the mayor had caused to be erected in front of the City Hall steps and demanded, among other things that $10,000,000 from the general fund be appropriated immediately for relief of the unemployed...[article lists other demands]...Shepherd was cheered after every 'demand'. When he had finished, he beckoned to Mayor Rossi who stepped upon the platform. As the Mayor did so a deep growl welled up from the crowd. Boos & cries of 'Don't let him talk!' & 'Give us food. Down with the capitalist mayor' greeted him. He was literally howled down. Rossi dismounted from platform & .... went back to office....
