Written on back: "SAN FRANCISCO, CALIFORNIA..Some of the 7,900 men put to work in San Francisco under the Federal Civil works administration program are shown on the job at new road being constructed around Lake Merced. Each of the 7,900 was on relief until assigned to CWA project. Their names have now been taken from the relief rolls. Throughout the state, an additional 20,000 are scheduled to start work soon on state and county highway projects outside the larger centers of population. This will make a total of more than 35,000 californians restored to payrolls as a result of the CWA Public works Program.".
