This will be made clear in our dis- cussion of the character of Japanese immigrants. Next, a word may be said as to the extent of Japanese depar- ture from this country. The Immigration Bureau made no record of returning aliens until very recently. Fortunately, however, the Japanese government has been recording the returning immi- grants.
