Written on back: "Typical of overcrowded conditions which prevail in the City Hall at present is the office of Public Administrator W. A. Robinson. This is a picture of the busy office which contains six desks, numerous filing cabinets and safes. When attorneys visit the office to check files and records a real traffic jam ensues because there are never less than seven or eight employees working in the cramped quarters and aisle space is at a premium. Sixteen employees and three attorneys are jammed into tiny cubicles and Robinson's 'private' office is shared by two members of his staff. This condition can be corrected through the passage of Proposition B which will provide funds for a modern Courthouse which will accommodate numerous affiliated offices as that of the Public Administrator.".
