Newscopy: "Within an hour after six Maritime Federation unions threw a picket line in front of Piers 30 and 32 today, traffic on the Embarcadero had become almost hopelessly snarled. Trucks were halted in the street by the picket line and longshoremen, reporting for work, would not go through the line.".
