Newscopy: "First of 18 concrete panels, each 13 1/2 by 22 1/2 feet and weighing 10,000 pounds, to be installed atop Natomas Co.'s 22-story International Building at Kearny and California sts. is fastened into place by workmen. The panels trucked from South San Francisco, are being installed around the housing for elevator machinery and water tanks. Seen through the grill are the Embarcadero and the Bay Bridge."
