Written on back: "Japan Vessels Spy System is charged - Los Angeles, Calif.: (Above) Photo submitted by Lail Kane, chairman of National Defense, Fourth Area, American Legion, to show that Japanese fishing vessels, documented in Los Angeles Harbor, fly the Nipponese flag when in Mexican waters. This photo was taken in Magdalene Bay off Lower California. Kane declares that vessels like these constitute a dire peril to the United States in that they are able to spy on United States in that they are able to spy on United States Navy maneuvers and ferret out defense secrets to the extent the fleet would be helpless in time of war. 4-8-38."
