Here, where the city's chief administrative officer served so long, officials and friends gather to give him their last farewell. A guard of honor stands around the coffin. Mayor Rossi, in the center of the steps, reads his eulogy. Standing on the front row are City Attorney O'Toole, Police Chief Dullea and Supervisor Warren Shannon. (Story of the rites on Page 3.).
