Newscopy: Municipal Judge Joseph Kennedy has called for a "counter-attack to hatred" so that situations like the Los Angeles riots would never occur. Judge Kennedy addressed 3,000 Negro Shriners at the opening here Sunday of their 64th annual convention. DURING AN hour-long attack on racial segregation, Judge Kennedy, himself a Negro, said all the race riots in Harlem, Chicago and Los Angeles can be "summed up by that evil word-ghetto." "The most important need is for a realignment of school districts so they will be de - segregated," he asserted.
