All requests for permission to publish from photographs must be submitted in writing to the Photo Curator. Permission for publication is given on behalf of the San Francisco Public Library as the owner of the physical items.
Newscopy: William L. Cobb, one of the flood of Negro… came out of the South during World War… defense jobs here, becomes the nation's first... Human Rights Officers. He will fill the position, ranking as assistant superintendent, proposed by the San Francisco Board of Education's Ad Hoc Committee on racial imbalance in the schools. Cobb joined the district as principle of Emerson, a predominantly Negro elementary school at California and Scott Sts., on the edge of Fillmore District. He was the first Negro school administrator in the Bay Area, and has been 16 years at Emerson.
